I'm a Nationally Certified School Psychologist with more than 15 years of experience helping families understand how their children learn. I provide private gifted, learning-disability, and 504 evaluations — testing in Pinellas County for families across Tampa Bay.

Hello! I'm Kelly Moore. For over 15 years I've worked with children and families navigating both the gifted identification process and the learning-disability and special-education process. That experience inside the system means I know exactly what districts look for — and I write every report to meet Florida's eligibility requirements.
I understand that seeking an evaluation can feel overwhelming. That's why I've built a warm, supportive process where children feel comfortable and parents feel heard. My approach combines rigorous, evidence-based assessment with genuine care for each family I work with.
My goal isn't just to hand you a score. It's to give you a complete picture of your child's unique cognitive profile — their strengths, their challenges, and practical guidance for supporting their growth at school and at home.
What is a Nationally Certified School Psychologist?
A Nationally Certified School Psychologist (NCSP) has met rigorous national standards for graduate training, supervised experience, and a national examination through the National Association of School Psychologists. The NCSP credential signals expertise in cognitive assessment, learning disabilities, and the special-education and gifted processes used by schools.
I hold an Education Specialist (Ed.S) degree and the NCSP credential, and I'm licensed in Florida. You can learn more about the credential at the National Association of School Psychologists.
How I work with families
- I evaluate children from age 5 through high school
- All in-person testing takes place in Pinellas County
- Families travel in from across Tampa Bay — and reports are accepted by Pinellas, Hillsborough, Pasco, and Manatee County schools
- Every evaluation starts with a free 15-minute consultation, with no pressure or obligation
- You receive a clear written report and a feedback session to talk it through
